Ferndale, Washington Launches SMARTGov Community Development Software
City of Ferndale represents yet another former Black Bear PTWin customer to convert to SMARTGov using the software to track all aspects of zoning and codes including permit issuance, inspections, code enforcement.
Paladin Data Systems Corporation announced the City of Ferndale, Washington has launched the SMARTGov
software platform, Paladin’s community development software that manages the full lifecycle of any permit,
inspection, license, or code enforcement action for jurisdictions.
The City of Ferndale represents yet another former Black Bear PTWin to convert to SMARTGov. Paladin has
implement its cloud-based technology at Ferndale to track all aspects of zoning and codes including permit
issuance, inspections, code enforcement, and will implement its public portal for self-service public access later
this year. The system went live in the middle of June with the city receiving full training and support from the
Paladin Data Systems training staff.
“We are excited to watch the City of Ferndale go live and add them to our growing list of SMARTGov
customers. We upgraded Ferndale from PTWin software which included comprehensive migration of all of
their legacy data into SMARTGov for free. This is a great partnership between Paladin and the City as we have

term relationship with Ferndale as SMARTGov offers many additional features available to Ferndale for future

The City of Ferndale will also deploy SMARTGov’s online Public Portal, which helps jurisdictions reduce front
counter as a full-featured extension of the jurisdiction’s front counter services. It enables the public to research
local building trends, apply for a permit, view maps, pay fees, submit digital architectural drawings, request
inspections, and even review public notice postings in a 24/7, self-help environment.

known locally as the fastest review process in Northwest Washington. The City’s existing permit tracking
software (PTWin) is at the end of its useful life, and SmartGov’s software suite provides us with the ability to
more-efficiently review permits while providing our customers and the general public with the ability to
observe and monitor our review processes. We need to keep ahead of our competition, and Paladin will help us
do that,” said Jori Burnett, Community Development Director.
Located in the northwest corner of Washington State near the Nooksack River, Ferndaleis a vibrant community
of 11,415 people, located on the Interstate 5 corridor, approximately 6 miles north of Bellingham and 13 miles
south of the Canadian Border. Located in Whatcom County the city has a total area of 6.69 square miles.
